locale-drift: check AI translations

Zero-dependency CLI and Claude Code hook. It compares each JSON locale file (ms.json, id.json...) with the source and reports:

• English copied without translating (loanwords like Status and Email are ignored)
• renamed or dropped {placeholders} and <tags>, for ICU and i18next
• missing, extra and reshaped keys
• plural forms by target language: Malay needs only _other

--hook runs after each agent edit. --json and exit codes for CI.
